**Target:** OperatorDelegator.completeQueuedWithdrawal / RestakeManager.deposit (EigenLayer strategy deposits)
**Root cause:** Excess withdrawn tokens are redeposited via strategyManager.depositIntoStrategy(), which reverts if the strategy mints 0 shares (sub-1:1 ratio, e.g. 1 wei) or if per-tx/total deposit limits are reached, reverting the whole withdrawal/deposit transaction.
**Steps:**
1. Queue withdrawal of 10 ETH, 10 stETH, 10 wBETH via nativeEthRestakeAdmin.
2. After delay, call completeQueuedWithdrawal(); ETH forwarded, 9 stETH fill WithdrawQueue buffer.
3. Remaining 1 stETH is deposited back via `strategyManager.depositIntoStrategy()`.
4. stETH strategy total deposit limit reached -> deposit reverts -> entire completeQueuedWithdrawal reverts.
5. Alternatively deposit 1 wBETH via RestakeManager.deposit(); buffer consumes all but 1 wei; 1 wei mints 0 shares; StrategyManager requires shares > 0 -> revert.
**How found:** Code-reading of completeQueuedWithdrawal's redeposit path and cross-referencing EigenLayer StrategyManager's shares>0 check and StrategyBaseTVLLimits deposit caps to identify revert conditions.
**Insight:** When a protocol redeposits leftover tokens into an external vault/strategy, check the external contract's minimum-share and deposit-cap reverts: any revert in the redeposit path bricks the whole withdrawal/deposit flow, especially for dust amounts (1 wei) or capped strategies.
